EMISSIONS KIT REGISTRATION

Note: Due to US Holiday schedule, label delivery may be delayed

This form is to be filled out after an Emissions Kit upgraded engine has been installed into a locomotive. This will put the engine into its emissions certified state. These labels are mandatory and need to be applied to the locomotive and or engine before leaving a facility.

  • After submitting a request, you will receive an email with updates on the status. See FAQs Q1 for more information.
  • Users should ensure that mail handling rules are set up to allow for email to come from jira@ercrequestspilotprogram.atlassian.net into their inbox.
  • Please allow 5 to 7 business days for shipping of labels. Request can be made up to 30 days in advance of kit installation. See FAQs Q1 for more information.

This form is to be used if an emissions label is missing from the engine and or locomotive and is needing a replacement. This will also be used if requested emissions labels were damaged during shipping.

This form is to be filled out to request engine and or locomotive labels for the following: export of engines out of the country from a factory and partial complete engines and locomotives that ship to Internal and external customers.

FAQs

 

Q1 – Due to the large volume of requests received in a normal day, please consider the following when choosing a shipping method:

  • UPS Next Day and 2nd Day Air is guaranteed in the US only.
  • International shipments take 2 or more business days to arrive.
  • US Postal shipments will take 5 to 7 business days within the US and up to 2 weeks Internationally.
  • Requesters are expected to pay for shipping via UPS, or DHL carriers, please provide your account number In the provided field within the form.
  • We are able to ship via UPS and DHL only. Our final pick up for the day is at 2:00 PM U.S. Central Time. Requests received after 12:00 Noon may not be shipped until the next day due to processing time.

Q2 – I need a label reprinted in order to ship, what do I do?

  1. Go to https://www.progressrail.com/en/Segments/Engines/EmissionsCompliance.html      
  2. Select the Emissions Label Reprint Request tab.
  3. Select the Locomotive button.
  4. Complete the required fields and click submit.

Q3 – What do I do with my old emissions label on the engine?

  1. Remove and destroy the previous Engine Emissions label.
  2. Apply the most recent Emissions certification label on the engine by following the instructions listed in the “Instructions for installation of emissions kit” ETI.

Q4 – What do I do with my locomotive label?

  • Updated locomotive labels will only be supplied if the emissions kit requires a change to the existing label. Instructions related to installation location, and removal or preservation of any existing locomotive labels will be based on the information provided with the Emissions Kit Registration.

Q5 – Who needs to register the EPA Emissions Kit?

(a) If you are the engine installer, then you must:

  1. Go to https://www.progressrail.com/en/Segments/Engines/EmissionsCompliance.html 
  2. Select the Emissions Kit Registration tab.
  3. Select the Locomotive button.
  4. Complete the required fields and click submit.

(b) If you are a service provider who applies the emissions kit to the engine but does NOT install the engine:

  1. Go to https://www.progressrail.com/en/Segments/Engines/EmissionsCompliance.html  
  2. Select the Factory Label Request tab.
  3. Select the Locomotive button.
  4. Complete the required fields and click submit.
  5. Allow 5-7 business days for shipping of labels. See FAQs Q1 for more information.
  6. Place the factory label on the engine.
  7. Ship to the engine installation location for the locomotive.

Q6 – When do I need to submit the final EPA labels request?

  1. It is recommended to submit the registration within two weeks of anticipated overhaul completion.
  2. Allow 5-7 business days for shipping of labels. See FAQs Q1 for more information.
  3. Follow registration instructions in Q5a.

Q7. How do I find my Emissions Family to enter on the registration form?

  1. For locomotives, locate the locomotive label near the exterior front right side of the cab or interior cab on the header above the windshield.  

IMPORTANT: Be sure to use the label headed “Original Locomotive Emission Control Information.”

      2. For engines,  locate the engine label on the right bank side of the engine, below the engine nameplate.

Q8. What if I don’t know the original delivery date?

  1. Check your manufacturing or maintenance records, required under 40 CFR 1033.815 (d).
  2. See the serial number guidelines below:

Q9 – When do I need to conduct an audit?

  • Per 40 CFR 1033.335 (c), the audit should be completed as soon as is practical after the remanufacture is complete. In no case may the remanufactured locomotive accumulate more than 45,000 miles prior to an audit.

Q10 – How many engines do I need to conduct an audit on?

  • Per 40 CFR 1033.335 (b), audit at least five percent of your annual production per model year per installer or ten per engine family per installer, whichever is less. You must perform more audits if there are any failures.
