We view our suppliers as extensions of our company and an essential part of our extended value chain and commitment to quality.

Progress Rail values the relationships we build with our suppliers and will work with suppliers who wish to publicize their relationship with us. However, because of the volume of suppliers, we do business with and in an effort to treat all suppliers fairly while protecting the Progress Rail name, we've developed and follow fairly stringent guidelines.

Supplier Communications Guidelines

  • The objective of these guidelines is to:
  • Preserve Progress Rail's brand name by avoiding endorsements of others' products.
  • Avoid releasing competitive information.
  • Ensure that suppliers' communications are in keeping with Progress Rail's corporate communications strategies.

Guidelines
All suppliers must have a Progress Rail Nondisclosure Agreement (NDA) on file. Suppliers are obligated to refrain from disclosing Progress Rail Confidential Information to anyone, except as expressly permitted in the NDA.

  • Some statements of non-Confidential / non-Proprietary facts about Progress Rail's relationship with the supplier are appropriate but must be approved by Progress Rail on a case-by-case basis. Typically communications that are accepted include:
    • An initial press release issued by the supplier announcing they’ve been awarded a contract with Progress Rail.
    • A press release issued by the supplier announcing they’ve won a supplier quality award from Progress Rail.
    • All communications that reference Progress Rail must be vetted through the supplier’s Progress Rail buyer who will work with Corporate Public Affairs for review.

The following are not appropriate and will not be approved:

  • Details about products/services/consulting provided by the supplier to Progress Rail
  • Details about equipment manufactured/installed by the supplier for a Progress Rail facility
  • Details about software or other technical services provided by the supplier to Progress Rail
  • Other specifications as determined by Progress Rail on a case-by-case basis
  • Dollar amounts and/or volume of any contracts
  • Assumptions as to how the supplier’s products/services have improved Progress Rail’s operations
  • Endorsements of the supplier's product/service
  • Quotes from Progress Rail employees
  • Use of our photos, logo or trademarked name is prohibited in any publication, including:
    • Web sites
    • Case studies or white papers
    • Pamphlets, brochures, radio/television ads, or any other advertising materials

How to Register as a Potential Progress Rail Supplier

After you have a solid understanding as to the key requirements of being a Progress Rail supplier, the next step is to register your company at our sourcing portal.  Our online registration is not only an efficient process it is also a great way for you to highlight your capabilities to our category teams. Upon completing your registration, you will receive an email confirmation which also will give you instructions on how to upload documentation such as your official quality and diversity certifications as these will be requested for verification. 

Please note our procurement team uses all of the information requested in their initial evaluation of your company. Failure to submit a completed profile can result in lost opportunities to partner with Progress Rail as a Suppliers

What Happens After You Register:

Upon registering your accurate and completed registration form, your company’s information will be placed in our Supplier Database, which is frequently used by our sourcing teams when attempting to identify diverse suppliers that match Progress Rail’s current business needs.  The Supplier Diversity team will continue to coach those with an alignment in communicating the value your organization brings to the table.

Reminder:

Submission of a Supplier Diversity Registration Datasheet does not imply your company is automatically on a ‘preferred vendor list’ nor has a contractual agreement in place.  It also does not qualify a business as an official Progress Rail supplier.   What it does provide, is a potential opportunity, should a Progress Rail Purchasing representative review your profile with interest in learning more about your capabilities.  Your company will be contacted if and when a business opportunity presents itself and your company’s capabilities are in line with the project. Notification of selection will then be followed by further evaluation for compliance with our supplier standards and compatibility with our strategic vision.

DBE Goal Notice FFY 2025

Progress Rail Locomotive “PRL” maintains a Disadvantaged Business Enterprise (DBE) Program as a Transit Vehicle Manufacturer of new, repower and overhaul locomotives on Federal Transit Administration (FTA) financially assisted transit vehicle procurements.  In accordance with the DBE regulations at 49 CFR Part 26, PRL is presenting its proposed DBE goal of 2.75% in FTA assisted transit vehicle procurements for Federal Fiscal Year 2025 (October 1, 2024 – September 30, 2025).  The rationale for the 2.75% DBE goal is presented in our proposed goal and methodology.  PRL welcomes your comments and suggestions, for the next 30 days regarding the goal and methodology and to share the availability of minority businesses, women businesses, DBEs and non-DBEs who may be willing, ready and able to submit locomotive related sub-procurements to PRL.  PRL will accept comments and suggestions to our proposed DBE goal through July 20, 2024. 

 

The goal and methodology are available at PRL’s offices (below), Monday through Friday, 8:30 a.m. to 4:00 p.m.

PRL encourages any interested DBEs, M/WBEs, or SBs should access the Supplier Registration link at the bottom of this page to register as a potential Progress Rail supplier. For any existing PRL suppliers, we are requesting your assistance to help us reach the 2.75% DBE goal. You can help us by including the target firms in your order to us and letting us know if your order to us includes participation by firms who are DBE, M/WBE, or SB. Simply include the DBE, M/WBE, or SB business information and their contract value in the PRL procurement sub-award agreement or email the information to Supplier_diversity@progressrail.com.
