In 2002 the emission standards that new locomotives were required to meet tightened. Beginning in 2002, new locomotives had to comply with US EPA Tier 1 standards. Changes in the design of the engines and locomotive support systems were required to meet these standards. A celebration was held to recognize the effort to develop and produce the new engines and locomotives to meet the new requirements. This is a picture of some of the employees in the Engine Plant that produced the new Tier 1 16-710G3B Diesel engines. Some of the people were wearing EMD/UAW Quality Network shirts.

A major change was required in the engine cooling system to meet the US EPA Tier 1 emissions requirements. Additional cooling capacity was required which in turn required larger radiators. The larger radiators were incorporated into the carbody by "flaring" out the sides of the carbody. This is a picture of the team that designed the new cooling system and assisted in production of the first versions of this design.
