Reports to:  Trade Compliance Director (based in US).  Employed by: Progress Rail Arabia.

This role is based in Saudi Arabia. Ideally the candidate will already be located in Saudi Arabia.

Assigned Regions / Countries for support –Trade Compliance - Middle East, Northern Africa, and Asia

Job responsibilities

•       Support Global HTS - Tariff Classification Management, including manual updates in SAP/D365/LN

•       Middle East, Northern Africa, and Asia regulation support for atypical processes: Drawback, Temporary Admission for testing, repair, Temporary Export for testing and repair etc. including documenting processes.

•       Oversight of Middle East, Northern Africa and Asia Service Providers of Consulting Services and Customs Brokers , including maintaining broker business rules; negotiating SOW’s and rates in coordination with the Trade Compliance Director; and coordinating with Transportation/Logistics with the management of freight forwarders / carriers.

•       Perform Post Entry Audits and internal corporate assessments on an annual basis.

•       Oversight for compliance processes performed in the Middle East, Northern Africa and Asia including pre-entry process, green light process, and recordkeeping.

•       Valuation – Actively work on issues with the Special Valuation Branch of India Customs and Transfer Pricing.  Additional customs valuation work for all overseen jurisdictions in conjunction with the Director of Global Trade Compliance.

•       Prepare monthly reports to track import and export volumes, duty spend and other customs-related charges.

•       Document new processes and develop internal controls including SOP for Middle East, Northern Africa, and Asia

•       Ensure compliance with government laws and regulations and Caterpillar Enterprise procedures and compliance programs.

•       Conduct and/or support internal and external audits, including government audits.

•       Develop and maintain relationships with applicable Caterpillar regional contacts.

•       Work closely with the CAT legal department to draft necessary documents and provide support in various in progress litigation.           

•       Address customs valuation and transfer price mark-ups, including Special Valuation Branch of Customs applications and evaluations and responding to requests.

•       Monitor government program requirements, to ensure that program requirements are met, and renewals are submitted timely and accurately e.g., Incentive schemes, Statutory requirements.

•       Support the Commercial team with research of various Free Trade Agreements for laws and rules of the country or origin of the product and update new developments in this field.

•       Coordinate with Finance & Caterpillar Indirect Tax Team to ensure GST compliance and provided timely information required by the Tax Teams.

•       Provide support and oversee any active greenlight process established in the Middle East, Northern Africa, or Asia regions.

•       Provide support and work projects, including, but not limited to process improvement projects for global organization, as assigned by the Director of Trade Compliance/VP - Compliance and other departments.
